Impact of the norms, standards and national approaches on the cost of logistic fleets

Many Navies are going to be faced within the next few years with the need to replace their logistic fleet. Major evolutions are expected compared to current fleets in service, while taking into account the change in international regulations applicable to commercial vessels, especially those dealing with control of pollution at sea (MARPOL), in particular the coming into force of the double hull tankers. In addition new requirements are coming as a result of the way naval operations themselves evolve. This paper attempts to list all such changes that are affecting or will affect the logistic ships of western Navies, and how national practices and standards tend to impact the choices that are made in renewing those ships. More specifically, the UK and French Navies are going to engage shortly in renewal programs for their logistic fleets. It is of interest to note how the new standards and the evolving needs, such as the increasing share of solids in the replenishment of ships, will affect the architecture of the ships. In addition, it is also noted that commercial standards are going to be increasingly considered and will also influence the choices made. Commercial shipbuilding process and solutions will also be considered, opening the way to new opportunities as well. Finally, differences in national practices and approach will also have a significant impact but at the fleet level and with regard to the procurement strategies.
