Naval use of commercial standards

Over the past decade, the U.S. Military has been working to decrease its reliance on internally generated military specifications (MIL-SPECS) and standards (MIL-STDS). The current preferred method of defining military requirements is to use either commercial standards, generally referred to as Non-Government Standards (NGS) or performance based specifications. The program for accomplishing this is the «Standards Improvement Program.» Mr. White is responsible for the execution of the Standards Improvement Program at the U.S. Navy's Naval Sea Systems Command. It is this program which guides the decision process for the naval use of commercial standards.
