Alternative design for fire protection

Fire safety regulations have been historically of prescriptive nature. According to the revised SOLAS Chapter II-2 "Construction - fire protection, fire detection and fire extinction" effective from 2002, design and arrangements not complying with prescriptive requirements may be accepted. Regulation II-2/17 and IMO MSC/Circ.1002 «Guidelines on alternative design for fire safety» stipulate the performance-based fire safety approach.
This paper outlines the evolution of the regulatory framework with special emphasis on the fire safety parts. The methodology outlined in MSC/Circ.1002 is then focused together with the associated knowledge base in term of risk analysis and fire safety engineering. Finally, case studies from the European SAFETY FIRST project are reviewed.
