Centralization of operation on locks and bridges in Le Havre

The Port of Le Havre Authority has centralized the control of the operation of 3 maritime locks and 10 movable bridges. This project. owing to its magnitUde, meant a double challenge: both human and technological.

The completion of this project was directed through successive phases over 5 years : first of all, taking stock of the tasks and requirements of the job of a bridge and lock operator, and then. drawing-up the operating procedures with. at the same time, testing of the remote control of a bridge and a small lock. After validating the control specification of the operation, the

remote control was set up. lt includes .

-the upgrading of the various structures to be remote controlled and the adjustment of their operating modes,

-the setting-up of local automatons securing the automation and aIl the operating functions and closed-loop control of the movable structures,

-the setting-up of information sensors in order to operate the structure without watching it directly, that is, video cameras. presence detection and intruder’s supervisory ceils, sound connections, measurements of the crossing sequence of road vehicles, environmental measurements (basin heights. temperature. wind ),

-the construction of a network of information transfer made up of automatons and optical fibres,

-the construction of a remote control station equipped with six remote contrail consoles.

Each remote contrail console is made up of 4 video screens, a contrail screen activated by a track-bail, a sound connection and an emergency stop.

The control of the operating phases is subrnitted ta the operator when the condition of the structure makes the operation feasible. The control has not been automated ; the completion of the various phases is left on the initiative and under the control of the bridge operator.

After 30 months' operation, it is noted that productivity objectives have been reached, that the operators on-sire have very well adapted to the evolution of their job and that safety, far hom being given up, has improved considering many aspects.
